She definitely doesn't look like Satsuki, since Satsuki has twintails. It was uncertain who it was in that previous strip, as well.

It's Mikazuki,with her ahoge inside the pumpkin.

So I just checked twitter and the author said the girl with the pumpkin hat is Akatsuki. With this, the previous strip that contains her is probably also Akatsuki.
