    Personally, I can't say this looks like implied futanari to me, but "tag what you see", so if other people see it...

As long as it looks like futanari but you can't see a penis or evidence of a strap-on in the picture, it is implied futanari." or so says the wiki page of implied futanari, so i think that tag belongs to this image.
