    8 zeroes are visible on the bill. 5 boobs are visible, with one hidden from view. Therefore 13, with one more implied.

    You could argue the register is displaying a zero too, but that's in a different panel so I didn't want to count it. Or, even more pedantically, count their heads as a round thing.

    Not quite. 2318008 => BOOBIES is strictly a visual gag, mostly viable by using numbers displayed in the font of classic digital calculators. 1081 => ii oppai is a type of goroawase, a visual/verbal gag more like a rebus, exploiting the various pronunciations of numbers for a pun. It's more like (pre-1337-speak) riddles/constructs such as
    L41&14L (All for one and one for all)

    YYUR (Too wise you are)
    YYUB (Too wise you be)
    ICUR (I see you are)
    YY4me (Too wise for me)

    and similar. Even then, it's not quite the same, as the varied pronunciations of numbers in Japanese (depending on whether they're purely numbers or being used to count certain objects, whether you're using English or Japanese pronunciations, etc.) lends a far greater variety to purely numeric rebuses than I think would be possible in English.

    On the other hand, as far as meaning goes, 2318008 => BOOBIES might be the closest purely numerical joke possible in English. (I have no way of verifying this, of course.)
