I haven't watched Teen Titans so I'm actually not completely sure that this is actually Rimuru. It's also not mentioned anywhere by the artist anywhere. That said, the resemblance is uncanny so I'll leave it tagged for now.

Having watched the original show almost 100%, I can say I don't recall a blue slime monster of this sort. There WAS some Clayface wannabe but he was purple and not transparent.
