It's not a button. It's a list of tags that appears when you click 'Edit' to add/remove tags. It appears below and a bit to the left (at least for more) of the tag box.
well button may not have been the right choice of words to use to describe it but still you get the idea. either way now you know, it's better to use it then leave out some appropriate tags for the pics, it'll definitely piss off a lot less people i assume.
