That's not how it works.
Cephalopods mimics the color (and texture) of their surrounding purely by observing it visually.

I'm sure the artist knows that too, just try to color pick tool something without clicking first.

It's ok, it's just a comic -- suspension of disbelief won't hurt you.

The fun part is that a lot of cephalopods have limited color receptor cells in their eyes and should be colorblind. Some theories are that photoreceptors in the skin are responsible for selecting a color when the animal decides to camouflage itself, or that their oddly shaped pupils allow them to perceive color through chromatic aberration.
